Howard McCoy ran Air Force technical intelligence at Wright Field from late 1946 to mid-1949, the stretch in which the service opened its first formal UFO studies. The Pentagon published his 298-page personnel folder in October 2026. It traces a West Point engineer who went from propeller research to wartime Europe, oversaw a secret security-equipment laboratory, served at the CIA and retired in 1954. Ruppelt's memoir names him as ATIC's chief in those years, yet the folder itself never discusses SIGN or GRUDGE.
