Before low-Earth ELINT collectors were the only story in NRO history volumes, the CIA’s Directorate of Science and Technology pushed a different orbit class: a geosynchronous satellite that could stare at Soviet missile-telemetry and related signals for hours and relay the take to a ground station. The program was RHYOLITE. After the codeword was compromised in the mid-1970s, the successor naming in open literature became AQUACADE. Four successful missions beginning in 1970 are the public launch spine. They do not authorize invented take lists.
Why Geosynchronous
Albert Wheelon and CIA science-and-technology managers saw Syncom-class communications satellites and asked whether a similar high perch could intercept telemetry from Soviet missile tests—the standing number-one intelligence priority in contemporary NSA historical language—and dump the signals to a friendly ground site. At roughly geostationary altitude, a satellite can view about a third of Earth continuously. That geometry is the documentary claim: persistent TELINT and secondary COMINT from GEO, not film return. Early memos in the National Security Archive’s CIA SIGINT briefing book record CIA interest in a synchronous collection satellite and NRO Director Brockway McMillan’s objections to cost, Soviet countermeasures, and unexamined alternatives. Program B, Pine Gap, and NSA Conflict
RHYOLITE flew as a CIA Program B effort inside the National Reconnaissance Office structure. Open histories place downlink and processing relationships through the Pine Gap facility near Alice Springs, Australia, and describe early CIA resistance to NSA participation until Director Marshall Carter’s move to NSA helped force clearances and a COMINT secondary mission onto the birds. That bureaucratic fight is itself in declassified NSA cryptologic history extracts cited by the Archive briefing book: CIA wanted control; NSA wanted in; a rocky truce followed. Prefer those doors to fan encyclopedias of every microwave trunk allegedly heard.

Rename: RHYOLITE to AQUACADE
Public secondary and designation tables record that the RHYOLITE codeword was compromised—commonly tied to mid-1970s espionage and trial disclosure—and that the program continuum continued under AQUACADE. Unclassified non-codeword cover language in some NSA historical extracts used RAINFALL for the same family. Four spacecraft are the standard open count; launch years cluster from 1970 through the mid-1970s on Titan IIIC-class boosters in open catalogs. Exact still-sensitive antenna diameters, processor modes, and frequency plans stay outside what L1 captions should invent from secondary guesswork.

Official Posture: Declassified Existence, Redacted Take
The NRO’s commissioned SIGINT Satellite Story and related FOIA portals daylight early LEO ELINT and program scaffolding while leaving much geosynchronous detail redacted by design. Program indexes and FOIA release pages situate RHYOLITE/AQUACADE among known national reconnaissance SIGINT efforts without publishing intercept logs. Documented / L1 here means: program existence, GEO mission class, CIA Program B management, NSA customer conflict and later participation, rename after compromise, four-mission open spine. It does not mean a public target catalog. Readers who treat partial declassification as a complete technical manual will invent the missing pages; readers who treat redactions as proof the satellites never flew ignore the Archive and NRO doors.

Canyon and later Chalet/Vortex/Mercury-class birds are Program A near-GEO or GEO COMINT cousins in open literature. GRAB and POPPY are the earlier LEO ELINT Navy/Program C line. Neighbor those titles for NRO institutional culture; do not merge photoreconnaissance CORONA film buckets into RHYOLITE telemetry, and do not treat every Pine Gap rumor as a declassified AQUACADE product. Successors in open naming chains (including MAGNUM/ORION family discussion in secondary literature) are lineage pointers, not licenses to publish still-protected take. Ground-station labor and contributor recognition belong in institutional language, not hero comics that invent intercept anecdotes the FOIA PDF does not carry.
Contributors and Cover Without Hero Comics
Open recognition of engineers and operators who could finally be discussed after partial declassification is part of the authorized story in NRO and Archive packets. It is not a license to publish still-protected operational anecdotes as if anniversary language unlocked every compartment. Cover-mission confusion also fails both ways: treating RHYOLITE as “just another white communications satellite” erases the TELINT mission the memos describe; treating every Syncom news clipping as a RHYOLITE confession invents cover where the documents show bureaucratic dispute instead.
Myth Discipline: No Invented Take Lists
Frame as documented NRO/NSA/CIA geosynchronous SIGINT satellite lineage under FOIA and Archive doors. Refuse fan-built “complete Soviet ICBM telemetry encyclopedia from RHYOLITE” inventories that cite no recognition-volume or FOIA page. Refuse treating codeword rename as proof the satellites never flew. Refuse collapsing every Australian ground-station story into a single declassified intercept log.
What the Paper Trail Settles
Settled on NS Archive, NRO, and open designation doors: RHYOLITE as CIA-led geosynchronous SIGINT/TELINT satellite program; bureaucratic conflict with NRO and NSA; successful missions from 1970; rename/continuum as AQUACADE after codeword compromise; Pine Gap downlink relationship in open histories; partial NRO SIGINT-history declass with GEO redactions remaining. Overclaim to refuse: invented take lists and still-classified targeting encyclopedias.
