Project MERRIMAC and Project RESISTANCE
In the late 1960s the CIA Office of Security ran two domestic programs later named in Church Committee Book III beside Operation CHAOS. Project RESISTANCE gathered information on radical and antiwar activity through college administrators, campus security, and local police. Project MERRIMAC used proprietary agents to covertly monitor and infiltrate dissident groups in the Washington area that might threaten Agency buildings or personnel. Official posture framed protective security—not a police function. Rockefeller Commission, Church Book III, and the Family Jewels inventory put a harder tension on the page: domestic collection on Americans that sat beside MHCHAOS and helped define the "CIA domestic spying" scandal the National Security Act's internal-security ban was supposed to prevent.
The Security Rationale
Mid-1960s protests and perceived threats to CIA Headquarters and Agency people drove Office of Security tasking: know who might attack facilities or personnel. What those packets settle: RESISTANCE as broad background collection via campus and police liaison without CIA agent infiltration as the primary method; MERRIMAC as OS proprietary recruitment/handling to monitor and infiltrate Washington-area dissident groups (Family Jewels: about February 1967–November 1971); both feeding Agency consumers; Church treating them as Office of Security siblings to the larger MHCHAOS foreign-influence hunt under two administrations. CHAOS reports repeatedly found no significant foreign direction of the New Left—a finding White Houses distrusted. Keep OS versus CI Staff lanes clear: MERRIMAC is not CHAOS.
Why the Story Stayed Managed
Compartmented OS reporting and "protection of sources and methods" cover held until the 1973 Family Jewels inventory and the 1975 Rockefeller/Church process forced the programs into public oversight language. The Family Jewels public release wave (NS Archive posting 2007) put the Agency self-inventory where researchers could read the MERRIMAC summary without relying on secondary paraphrase. The managed story is not "these programs never happened." It is how long facility-protection language kept domestic political surveillance off the public ledger.
Domestic-Spy Siblings
MHCHAOS (Angleton-era CI Staff collection on Americans), FBI COINTELPRO, and the Huston Plan option set share the rights-of-Americans scandal architecture. Cite adjacency as shared oversight family—not identity. Do not collapse MERRIMAC/RESISTANCE into FBI COINTELPRO disruption methods or into every CIA assassination rumor. Do not date MERRIMAC past Family Jewels' November 1971 endpoint without a primary cite.
Inside the oversight record the fight was never only "did Security watch protesters near Headquarters." Church and Rockefeller asked whether Office of Security collection on Americans crossed the National Security Act line even when framed as facility protection. Family Jewels language on MERRIMAC's proprietary agents and end date keeps the infiltration claim anchored to Agency self-inventory rather than rumor. RESISTANCE's liaison method—administrators, campus security, local police—is a different technique from MERRIMAC's covert monitoring; collapsing them into one verb set loses the staff-report distinction.
